A new airport just opened up a few months ago in Quito and so reliable transportation information on how to get to and from the airport is still scarce.
The old airport was located inside the city limits and taxi fares to most of the tourist areas were relatively cheap. The new airport however is located 18 kilometers east of the city, through winding roads and high traffic areas. Allow up to 2 hours (seriously) to get to the airport.
The fastest and most expensive method is, as usual, by taxi. Fares vary from $25 up to $40 depending on where you're headed in Quito. To get to the popular Mariscal area, the fare should be around $25.
A better and more economical option is using the new Quito Shuttle service. (However, I believe they provide service only to the Mariscal hostels and hotels.) There is no information online as of yet. Fortunately for my readers, I have a schedule and contact information for you. The fare is only $15 to and from Mariscal.
